What is the Emergency Food and Shelter Program?
The Emergency Food and Shelter Program (EFSP) was created by Congress to help meet the needs of hungry and homeless people throughout the United States and its territories. EFSP is administered by FEMA and is authorized through the McKinney-Vento Homeless Assistance Act.
These funds are designated for the provision of food and shelter services. During its 41 years of operation, the program has disbursed over $6 billion to over 14,000 local providers in more than 2,500 counties and cities.
The program is governed by a National Board composed of representatives of the American Red Cross; Catholic Charities, USA; United Jewish Communities; The National Council of the Churches of Christ in the U.S.A.; The Salvation Army; and United Way of America. The Board is chaired by a representative of the Federal Emergency Management Agency (FEMA).
In FY 2023, FEMA awarded to the Emergency Food and Shelter Program (EFSP) National Board the $130 million made available under the Department of Homeland Security Appropriations Act, 2023 (Pub. L. No. 117-328). This $130 million supports Phase 41.
EFSP Phase 41 has allocated $1,488,327 for emergency food, shelter, and utility assistance in Clark County, Nevada. Read more to find out how to apply.
Objectives
The program’s objectives are:
- to allocate funds to the neediest areas,
- to ensure fast response,
- to foster public/private sector cooperation,
- to ensure local decision making, and
- to maintain accountable reporting.
Local Funding Priorities
- Serve a geographically diverse area of Clark County
- Serve a range of populations that are most in need
- Provide most needed services addressing eligible categories: food, shelter, rent/mortgage and utility assistance.
- Leverage Optimal Buying Power with funds
Eligibility for Organizational Applicants
- Non-profit or governmental organization with a Unique Entity ID (UEI).
- Currently providing services in the category(s) for which you are requesting funding.
- Currently registered with HMIS or capacity to register prior to receipt of award funds.
- Capacity to expand program area without any additional administrative funds.
- Capacity to serve all eligible applicants in the geographic area, without limiting services to any specific population.

Each EFSP Local Recipient Organization (LRO) contact person has access to their organization’s portal on the EFSP website at www.efsp.unitedway.org. It is highly recommended that each LRO review all training webinars provided on the EFSP website under the Training Workshops tab.
